제1금융권 대출이 어려웠던 문화콘텐츠산업계가 숨통이 트일 전망이다.
문화체육관광부, 한국콘텐츠진흥원, 한국수출입은행, 기술보증기금 등 4개기관이 ‘완성보증제도 및 콘텐츠 가치평가를 위한 업무협약’을 체결했다.
이번 협약으로 ▲완성보증 공동운영 및 가입기업에 대한 지원 강화 ▲완성보증 프로젝트 공동관리 ▲콘텐츠가치평가 모델 공동개발 및 활성화를 위한 협력강화 등 완성보증제도 및 콘텐츠가치평가의 성공적 정착을 위해 공동으로 협력하기로 한 것.
문광부는 완성보증 운영을 위해 기술보증기금에 3년간 100억 규모를 출연하며, 수출입은행에서도 문광부와 동일규모 예산을 출연할 예정이다.
기술보증기금은 추천받은 콘텐츠에 대한 평가를 수행하고 보증서를 발급하며, 수출입은행 등 금융기관에서 대출을 지원할 예정이다.
콘텐츠진흥원은 추천위원회 및 관리위원회를 구성·운영하며 콘텐츠가치평가 모델 개발 및 활용을 지원한다.
이 완성보증제도를 통해 콘텐츠산업계에 제1금융권의 안정적인 자금유입을 통해 제작자금 조달이 용이하고, 투자금과 달리 제작자의 수익지분의 증가를 기대할 수 있게 됐고 특히 콘텐츠가치평가 모델 개발 및 활용은 무형자산에 대한 평가기준 제시로, 콘텐츠분야의 금융지원시스템을 강화해 장기적 산업발전에 기여할 것으로 문광부는 기대했다.
